Sadly not, because there is one big problem with using roster from older games.
The teams in NHL 23 is not the same as in NHL 22. Especially for the teams in Europe where there is relegation battles every year.
So it would make the roster a total chaos if you tried to use a older game roster.
The solution could be that EA allows you to save a Team roster... not just rosters. But we are talking EA Sports, so no it wont happen. ☹️

Goalies get real or as close Hockey Equipment and different masks. So every time I merge with an EA Roster, not only the ratings going lost, all Equipment changes too. Thats nonsens and cost me hundrets of hours time of work. If you know my ,, daily update ,, Rosters from Roster Share you know what I mean.

I know what you mean @Froommey Its a pain to merge with an update, especially with a big custom made roster, which you spent lots of hours on. Especially the changes you made on existing players. Created players are ok, they all just go to free agents again.
I do like the idea of being able to move only the created players and created teams to new version of the game.

By the way ! Easy to play the NHL 22/23 Season from beginning in Franchise Mode with a very close Roster including nearly all not signed Draft Picks. Look at ,, daily updates ,, for PS4 in Roster Share. A Roster which will be updated nearly every day not only all two weeks.
