Hi there, @RealMoc73
I'd like you to power cycle your equipment with the following steps: unplug your modem/router and console. After 2 minutes plug in the modem/router. Let them come back online completely. Then plug in your console and start it up. If that doesn't help, let me know which console you play on and we'll go through some other troubleshooting steps. Thanks!
Did it nothing changed, i'm on ps5 PSN IS apparently broken but still work on FIFA 22

Try deleting the personal saved data for NHL 23. It's possible you could lose any offline saves and changes to settings. Normally, those will download from the cloud, but I can't guarantee that will happen. Go to Settings/Storage/System. Locate NHL 23 and delete the saved data.
Is there a potential to lose my chel achievements/progress if I delete that data?
Did all the steps that you gave realmoc. The issue persists and not able to get into a game on chel. Restarted the modem/router and deleted the saved data. Its still the same. Any other help would be appreciated.

We're currently investigating an issue that may be related to this. When I have some news, I'll provide an update. For now, the best I can advise is to keep trying every so often. I should know more tomorrow.
