Try clearing your alternate MAC address with these steps:
Go to your Xbox Settings
Go to "Network", then "Advanced Network Settings"
Click on "Alternate MAC Address", and then click "Clear"

I'm pleasantly surprised that this seems to have fixed it. I've tried 4 times now to load into CHEL hub. Even restarted the game. It's consistently loading in at 47 seconds. I had my doubts, since it seemed to work fine on a second account. Thank you for your help!
