Is this a "known issue" that is currently being worked on? I can't fathom this being an intentional design decision so if that's not the case then this is a pretty major bug IMO.
What's your neutral zone setup? Have you checked your advanced strategies page (prior to searching for a game) to adjust Trap/Forecheck ?

This will affect your a.i. tendency to step up in the neutral zone and/or fall back to a more defensive position.
