The stamina meter under Neidermayer isn't being depleted. This indicates hustle isn't being used whereas Lucian (puck carrier) is using hustle.

Normally I'd agree. BUT, the issue here is that "hustle" merely plays off your acceleration stat (how fast you get to top speed). That 99's speed without hustle should have zero issues catching the 72 speed with hustle. The game is flat out ignoring the 27 point difference, OP isn't wrong.

Correct. It stands to reason that the puck carrier, using hustle, would reach top speed faster. This would then mean that it would take slightly more time for the defender not using hustle to reach his top speed.
If it takes a faster skater longer to accelerate their top speed, a 'slower' skater who accelerates more quickly (using hustle) would realistically be able to maintain the gap between them for a short period of time, which is exactly what happened in this clip.

You'll notice the puck carrier doesn't increase the gap between him and the player chasing him and in fact, the gap closes ever so slowly as they go up the ice which shows that the discrepancy in SPD attributes is actually being taken into account.



Had the user instructed the defender to hustle while skating straight-line through the neutral zone, they would've caught the puck carrier and disrupted the play.
Also, Luciani has the SPARK Synergy and if the user playing with him enabled the right synergies, their skating attributes go up slightly:

It looks like hustle is actually kicking in since his arms are pumping. It's possible there's an issue with the stamina indicator. I've relayed this to the team. Something else to keep in mind is that the user takes over the AI they crossover which causes a loss in speed. Also, the angle they are taking doesn't really allow them to catch up.
