Yep. Definitely animating the full sprint.
Not only that it looks as if the puck carrier is slightly pulling away if anything. At worst he's matching the speed WITH the puck.
Also the green bar doesn't deplete immediately if you have a high endurance rating. It usually takes a while especially after a break (post whistle).

Good point.
I'm actually not sold that the single crossover by Neidermayer should've had the impact it had on his speed, especially considering the OVR's involved.
OP may actually have some proof here that there's something happening...
Ok here is what I see,
Before the RED line, the players GAP closes quickly,
After the RED line the defensive player looks like he is in muddy water and his skates are not sharp
After the BLUe you can see in his strides they stop having momentum for the players as if the skates have no effect on the players momentum or speed
The GAP does not close,
So yes this is a great video showing the muddy water
Here is the clip edited, you can see as soon as the player hits the BLUE, the defensive player cannot make any progress on the differential gap between the 2 players

The only thing I noticed is as the players approach the net, both of Neidermayer's hands are gripping the stick, indicating hustle was no longer being used before they reached the hash marks:

Is it possible the player controlling Neidermayer is incorrectly using hustle? Clicking repeatedly rather than click & hold?
I was using hustle incorrectly and also falling victim to scenarios similar to this, although not quite as egregious.
