Add the option to pick the draft order in franchise mode

It’s extremely annoying restarting a franchise mode sometimes over 50 times trying to start an expansion franchise with the first overall pick in the entry draft. I don’t know if my luck is just awful or if it’s literally programmed to not give me the first overall pick, but I’ve seen more teams go from 11th to 1st in the draft than times I’ve gone from 3rd to 2nd. Far too little player freedom options for an offline mode, we should be able to play it however we want
