Can't upgrade 4-nations Rasmus Andersson

I cant upgrade my 4-nations power-up Rasmus Andersson. It says I need 4 tokens per level, not 1 as it should be.

Ea support confirmed the card is bugged for me and asked me to create a ticket here. How do I proceed to get this fixed?
