Does Magnetic Work?

Hi,

Ever since the X-Factors came out a few years ago, it has been ambiguous if Magnetic actually works. I say this because it seems to never light up in any situation, but when I use the trait I definitely feel like my puck pickups are much better.

It would be helpful if we could get a little more technical details such as: is this trait always passively active? This way we would know when its useful becuase based on its description it should be one of the strongest X factors.
