Drastic drop-ins RP penalty

The RP penalty for drop ins needs to be fixed. I should not have to be massively penalized for RP (-500 to -800) in drop-ins if my teammate decides to quit out mid game or before completion causing a forfeit. Makes ranking up almost impossible.
