Reviving this thread with a potential suggestion for how Reverse Hitting can work without making it a penalty when the other player isn't actively trying to hit you since technically it's not really a penalty since the other player is also making a play on the puck and should be eligible for contact. It just needs to have a much lower success rate unless you have SIGNIFICANTLY more Body Checking, Strength, and Balance than the other player has balance/strength.
Like, you should need 10 more of each attribute for it to even have a 50% chance of being successful, then make putting on Back At Ya just increases the chance of success by like, 10-20% plus a multiplier on your current success rate.
This way, if you're 90/90/90 and the opponent has 80/80 balance and strength the default success chance would be like 30%. If you're 80/80/80 vs 80/80 the success chance should be like 10%.
This way, you could then make Back At Ya more valuable for bigger players by adding a small flat percentage chance, and a multiplier for their original percentage.
So grey would add like, 10% flat chance to succeed any reverse hit, and then increase the default chance by 20%. That way the 90/90/90 build goes from 30-46% and the 80/80 build goes from 10-22%. Gold could then do 20% flat + 40% multiplier, which would give 62% for the original 30% success build, and 34% for the original 10% success rate build.
Then on top of that, add an additional multiplier if the opponent is actively trying to hit rather than poke/stick lift. Basically increase the chance by another 50% if they are trying to hit. That way the original 90/90/90 build with Gold Back At Ya would have a 93% chance of succeeding if they were actively trying to be hit by a weaker player. This then makes it almost necessary to either SIGNIFICANTLY outsize the other player or forces you to run Gold/Silver Back At Ya, which means you can play around them better knowing they have a good chance of reverse hitting you.
