Franchise mode

There is an issue for the last few years where in an expansion draft franchise mode no team offers their 1st round picks at the trade deadline. Pretty much makes that mode unplayable for me. The regular franchise mode seems to have them but not every year which is also an issue but better than not having them at all! 

please fix!!
