Toggle should always be the bare minimum. While I'm the target audience for one, I don't feel like spending half my PS5's worth on an elite controller, even if Remnant II has shown I got the dreaded drift.
Unfortunately there will always be ragging. I agree with some sort of penalty/debuff but I kinda think there should be more to it than just possession time.
