As mentioned by jimfromfiles, this is how it's always worked. You need to be in a glide.
It's not about being in a glide or not EA_Aljo .. in previous years you could hold L2 and press RB even when you have used inputs on the left stick and it would do a drop pass. This year you'll perform a saucer pass instead. I noticed what OP brought up previously and just went to confirm it by going into practice mode in 24 and indeed you are more limited in how you can drop pass. That said it's probably a beneficial change as you can now sauce pass out of an L2 movement which is more useful than a more advanced drop pass maneuver.

I had never tried doing drop passes like that since I always went into a glide and didn't press any other buttons. I looked into this though and have found that this was changed so saucer passes could be performed while using Vision Control.
