No penalties for computer

Got the game last week, started franchise and computer get absolute none penalties?
I set the bars for penalty up to 100 but still not a single penalty?

But I manage to get penalties often in a game but non to the computer? 

Would love some tips since this feels not so fun to play when there is none powerplay never ever.
