That's because reverse hit can be used to defend against a poke check and a board tie-up.

Again, the poke check mechanic pokes to where the puck is when the input is pressed. If a player times a reverse hit after the player has hit poke check, there's a high chance the poke check will miss. I don't see how this is a problem.
And to be fair - if you're playing as a 5'4 sniper and a 6'3' truculence user is barreling towards you, a reverse hit will not allow the small sniper to "plow through" the 6'3 truculence. In most cases, the sniper still gets laid out. The odd time, there's a collision and the puck comes loose with no clear winner.
