In this post this user talks about it with the sliders. It is literally built into the engine, Making players attributes less of a difference between other players. As well as the AI learning.
If you have a higher ranked team your players play more like the lower ranked teams players.
97 Mcdavid, playing against a 77 overall player, Mcdavid will get a slight decrease and the 77 player a slight increase. As you move the slider down, the difference becomes almost none existent.
