Online Versus games use a peer to peer connection. This means your ping is limited by who you connect to. With Online Versus being less popular than modes with dedicated servers (WoC, HUT), the best match may be someone in another region. Which would increase the ping. It's also very possible that the population is going to increase during peak hours. A larger player pool will probably mean you'll match with someone closer and have a better ping.
So the answer is no, then? OP's question still stands even with the information you've provided in mind. We know OVP is P2P and we know fewer people play it. I think a lot of us OVP players would STILL like to have the option to avoid getting matched up with players who would result in an extremely high ping...
Or just make OVP dedicated servers, I guess.

Why would you want OVP on their horrible servers? There's a ton of input delay even with low ping. I can play a VS game with 40-50 ping and it'll feel better than some sub 10 ping games on servers.
