you had to preorder the deluxe edition BEFORE september 13 in order to receive that pack. 

Also didn’t receive mine as well

Also, if any of you are game sharing, only the account that purchased the game will receive the pre-order content. If you can confirm you purchased before September 13th and are not game sharing, send me a private message with your Xbox gamertag/PSN ID and I'll get this looked in to.

Same, I got everything except for the Hughes Brother choice pack, my Xbox gamer tag is MakTheGreat2265

You'll need to contact an advisor so they can verify when you purchased. Also, there was a 99 OVR Hughes pack received in NHL 24 so make sure you're clear on which pack you're missing. Cases can be opened by following the instructions here.
