Common sense says that new cards don't have to be lower ... something like that doesn't need to be mentioned by EA

Yes, and I'm not saying that such a rule exists. I'm just saying that the playerbase doesn't want to see duplicate cards like this, especially with the reduced amount of content. As Phasto said, it's common sense.
And I also asked for an explanation why those duplicate cards were released instead of picking different players, but you didn't give us an explanation for it.
