Name Reporting Q

So I recently played a drop in CHEL game with a player named [Removed - EA_Barry]. His CHEL player was a 7 foot tall bald headed white guy, so pretty on the nose. After reporting him, I got a message that he didn't violate the code of conduct with his player name. So what does violate the code of conduct? Because after playing against a series of [Removed - EA_Barry] and other racist names and memes, I'm out of ideas.
