89 speed limit

I think you need to balance the game with 91 speed Cap instead of 89 to normal character builds in CHEL, because of this Lemiux build. Need to keep the red thread through the game you know, its pretty **bleep** cold build anyway. 

I have seen you guys been listining to the community pretty good so.
