CHEL - Loadout Skill Points

I would like to add a 2nd and 3rd X-Factor but somehow it says I have not enough Skill Points.

Can someone explain to me how tf I can get more? Do I have to be patient as I just started with CHEL on friday or do we have to buy these now?
