You'll need to reduce the max budget of other categories and add that to your coaching; I don't think you can make it unlimited but I remember being able to reach a good 8 or so million.
Since I have owner mode turned off, there is no option to change the budgets or the allocation. Unless I am missing a button or a setting
I had this same exact problem as well. I had to fire my A coach and hire a B- coach in order to get around this. If my salary cap is off, it should be off across the board. Same with stadium management. Why should I worry about money for bathrooms? I shouldn't have a cap at all.
