Franchise mode budget

Is there any plan on adjusting owner spending, either based on success or profit?

I am beginning the 4th year with Seattle in franchise mode. All 3 previous years all owner goals besides one has been achieved (Win Stanley cup). Despite being profitable and successful as a team I am still limited to an extremely small arena budget based off the owners spending (1 of 5 stars). It is so low that even if I don’t upgrade whatever is a owner goal that year, I don’t even have enough to repair all arena facilities once in a year. I understand the owner is a new franchise, but in theory he should be expanding his budget based off profits and team success.
