When it happened to me in wasn't after a fight. Atleast once it came at start of a period when PP continued from the previous period.

The game probably just does this for situations like that...like at the start of the period...there are tons of little glitchy issues with this game that are kinda like this...they really to focus on creating a glitch free game from the start so we don't have to wait until the 3/4 the way through the season to play the game we should have started with
