Unless I'm missing something you are referring to the hair that can be customized for CHEL skaters? With real life players likeness will play a factor where time and energy will have to be dedicated to ensuring each player has the correct hairstyle. I'm sure it can be done but I don't think it's as easy as removing a helmet and assuming all the hair will still be there moving normally when you're shifting around on the ice. If you want hair to be waving around in the correct direction on the Frostbite engine someone will need to be tasked to do that, otherwise seeing static hair in replays might not visually look appealing. It's a cool idea but I guess what I'm trying to say is that it all boils down to how many players will actually use the feature, how many player want it, the difficulty of it, and where it falls on the list of all the things players want and/or fixed. You also have simulation players in here requesting actual NHL helmets/gear that NHL players wear in real life, which helmets are required, so there's requests the team have to weigh out there too.
