I dont know the XBOX LIVE Store so i cant give you any advice what to do or if you can download the pack again.
Once you pay for something you don't have to pay for it in the future, if you use a different Xbox you just have to download it again not pay for it. So I definitely wouldn't pay for it again because once you give the money you accept the non refundable terms.
