I was also confused about the LOW, Medium, High and Exact rating at first. But I since figured it our that these are the quality of scouting. Low is a player that wasn't scouted very much, while Exact is more precise about the abilities of the player. About your other questions, I have'nt got any idea how the CPU works around with those numbers.
