The mode where you complete circuits and obtain stars? You will need to play until you reach The Flyers and then complete the required number of challenges for him (it?) to unlock. After the game you should see him in your team's lineup menu. I don't believe you can use him in drop-ins.

    Is this the 3s offline circuit?

    I completed the match to unlock the St. Louis mascot, but in 3s online I still don't have access to any of the mascots that I've unlocked.

    Any advice?
