All that is left - because online content doesn't appear for you in-game  - is that this is somehow related to your network settings.

Can you make sure that you've disabled your router's firewall, and either enabled UPnP or opened the following ports on your router:

In the meantime, try resetting your router and console as well (remove both from the power for about two minutes).

I tried resetting my router, i do have upnp enabled. But something came up, my friend who has made no changes to anything and just started up his NHL16 (350km from my place so nothing connecting) can't see the banners at all either anymore, so is there maybe on your side something going on?

One more question before I will send this over for investigation by the team: does your friend live in Finland, or in another region?

Yes he lives in finland also

UPDATE: 

Team is still in the process of deploying the banners. They are expected to be up again for all players at the end of the day (take into account that a delay can always happen).

I can now see the banners, but not the promotional one. It's 1.20am here now so ill get back into this in the morning as i check if it's popped then 🙂 Ty in advance for help

The "normal" banners are visible and changed, but no promotion banner still. :I I got my credit card in the info now also.

That is certainly strange - I got confirmation from the game team that all banners are online. I've asked them to check again what could be the cause. 

Could you also let me know if the promo banners are again visible for your friend(s)?

I couldn't reach the same friends, but i made a question in reddit and got a first response from someone from sweden who can see the promotional banner.

I'm afraid that the game team isn't in during the weekend as I haven't received a response yet. Will update you when I know more.

I've fought with this for a little longer than a week, so i maybe can wait a few days..  atleast there's time to 15. of september still so i can get my preorder bonuses 🙂

Just an update on the question i made on reddit yesterday: 1 Reply from sweden, 1 austria, 2 finland, 1 switzerland that it shows up. 1 guy just messaged me this morning that it just this morning popped for him while it didn't before. 1 guy also messaged he cannot see the banner (finnish). And i just checked and i don't see the banner. The Fight Continues... 🙂

It seems that it might pop-up at random so keep checking in the meantime. I will also forward your message to the game team in the hopes that it helps.

Hey, just wanted to let you know the banner showed itself for me finally and i now have the game preordered. I hope i get something worth my trouble in those packs, since that's the thrill of the game mode! I hope we don't have to be in touch with these negative matters anytime anymore!
