Why can no one get above a C team play stat without fighting?

There are many discussions going on around the internet about why of the three stats (offense, defense and team play), no one can manage a rating above C+ in team play without needlessly winning two fights per hockey game. Its seemingly even more impossible if you're not a center without a faceoff stat.

I know there have been complaints in previous NHLs regarding metric balancing, and usually thats from people who are too reckless, but when the top NHL15 and NHL16 players can't rank above a C+ without all throwing down, you have broken your system.

Please respond/acknowledge if a rebalance will be applied, and if not, please make that known as well.
