Why can't I start any fights?
This is so annoying, I created an enforcer to just go around and fight and lay big hits and I set his fighting tendency to often. No matter what I did if I laid a huge hit on a star or even initiated...

Usually it's because you only have a certain amount of fights you can have and you probably used them all
OR
It's because the other player/opponent doesn't want to fight..
