Why hasn't NHL Legacy Edition updated WHL Rosters

I bought NHL Legacy for the WHL teams as we have a relative playing in the WHL. I already have NHL 15 the rosters are the same as the new Legacy. If its not going to update the WHL why is it so much to buy It is useless to me as I only play WHL
