@Inferators also... i know that sounds crazy, but can you update the Windows to the November 2019 build (yours is the may 2019, the spring build). Keeping the OS up-to-date is a requirement lately, with patches being dependent on certain builds and so on.☹️
- @EA_Darko it seems to work without any other services started ... it's really weird
