@built4thekill Hey, I suspect there's an issue with the old install of the game. Can you try grabbing the FIFA 15 folder and move it to a different location/rename it.
Then, within Programs and Features, manually uninstall it. You will likely get an error message with a prompt to continue, please do so.
Then move/rename your FIFA folder back to its F:\program files(x86)\origin games\ location and restart the Origin client. When you do so it should hopefully detect the game, do a quick scan and install, and you should be good to go.
If this doesn't work, please let us know, there are some more advanced steps that can be taken. However, hopefully the steps given will be sufficient.
it happens to me but with battlefield 1

I download it 100 percent and I start it and it goes cool for a bit. I turn off the game and down where it says the percentage the game is at there is a notification I think I might be clicking something that resets the process. or I could be losing my mind lol

Could you please clear the Origin cache and run as administrator? You could also run the touchup.exe file (as admin) in your game installation folder:
C:\Program Files (x86)\Origin Games\Battlefield 1\__Installer
