Purchasing Sovereigns in Ultima Online

Need Help.

I am having continued issues with purchasing sovereigns for Ultima Online. I paid using PayPal and my funds were instantly taken out but I still have not received a code after almost 3 days. Spoke to EA and they told me to seek a refund on PayPal's end. It is annoying because after I purchased other game content without issue. Also tried several other payment methods and now I keep getting your order can not be process. What gives?
