Have you purchased the packs? If so, and you are logged into the Origin account you purchased them through, click on your Games Library in Origin, then The Sims 4, find the packs in the drop down menu below the game art and click download.

    Hi! Is there any way I can do it without origin? Because I did purchase the packs and in the game, when I go to packs and my packs it shows up but I have to download it.

    @spookishly  No, the only way to download your packs is through Origin.  Even if you start the download process through the game, Origin is still managing it.

    Did you try downloading your packs the way @Bluebellflora described?  If so, and it didn't work, run the Origin reset tool and try again.

    After running the reset tool, simply launching the game may be enough to start the download process, so you can try that too.  You'd need to quit Sims 4 (but not Origin), let the download finish, and relaunch to see the pack.
