restart your computer, and manually repair the game one more time.  (Open your Origin library, right-click on the Sims 4 icon, and select Repair.)  Then restart again and see whether Origin tries to repair TS4.  If it does, quit Origin, clear its cache a second time, uninstall Origin "the hard way," and reinstall it.
