game currently playing when it isn't

please help?! I downloaded simcity a week ago but it wouldn't play. I tried to uninstall it but it wouldn't let me. tried clicking cancel in the ea app and it's still cancelling! it won't let me play anything else cos it says I'm currently playing a game. I can't get rid of it and I can't seem to find any form of tech support anywhere. There support website is just sending me in circles with irrelevant info, most of which I don't understand. What is going on? I don't understand. Please somebody help?! 😭
