You can't also rotate the replay camera, at all.
In GRID 2 and Autosport, using the chase view, you had 360 degree free camera rotation, so you could take some really nice pictures from the race.
In 2019 and Lengeds the thumbstick is just dead, you can't adjust any of the replay cams.
This makes me not even bothering to view the replays anymore.
In GRID Legends the camera rotation is not available when the replay is paused.
When the replay is running, you can rotate the chase camera as much as you want.
The chase camera in GRID 2019 has the exact same behaviour.
In GRID2 and GRID Autosport, I confirm you are able to rotate the chase camera during pauses in replays, just like you described.

Is it possible to even save your replay after a race....in single player and/or multiplayer?

There was a save feature in some previous Codemasters games (Dirt 3 for example and I believe Grid Autosport had it too), but it was straight to youtube.
In the past games, I watched the replays all the time, but the replays feel broken in this one.
The zoomed drive-by camera is very boring to watch because of the lack of perspective and speed sensation.
That camera perspective also tends to show graphical bugs like disappearing shadows in the distance.
It makes the game look bad.
Every single Codemasters race game before Legend did a better job at making those replays enjoyable to watch.
