Having just read through pages of the same ‘failure to connect’ problem and having encountered the same issue here is how I get around it. 

I normally connect wirelessly to my router. If I get stuck with failure to connect I instead connect my ps5 internet to my tplink wireless extender. This works every time. If the connection then gets stuck with the failure to connect loop on this connection at some future point in time I use the same method but change my connection back to my router. I have no idea what is going on but it seems to be some kind of port lockout and changing connection gets around it. I am sorry I can’t be more definitive but if facing this problem getting a cheap tplink wireless extender might point to a way to circumvent the lockout issue.
