@char61353 ,  There is only one way to win 3 stars for the "From France with Love" game.   You need to find a wine bottle and a piece of cheese in addition to all the items on the list at the left side of the screen. 

Look in the lower right corner of the game screen, and you will see small images of a wine bottle and cheese!  This is a very subtle hint that there are 2 other items to find in the screens.  Every scene has the wine and cheese to be found in order to win that third star for playing the game.

If one finds every item on the list of items at the left side of the screen, BUT does not find BOTH the wine and cheese, then only 2 stars are awarded (as you have discovered).  It took me a few frustrating failures at this game to discover this secret until I started randomly clicking on items and happened to click on the wine bottle and cheese.

There are other "find the object" games here at Pogo which have a similar side goal of finding 2 extra items as shown in the lower corner of the screen in order to win 3 stars.

1.  Orange arrows in lower right corner point to the 2 secret items to find.  Orange circles in the screen are drawn around the wine bottle and cheese secret items.  

2. After finding the wine bottle and cheese, you receive these 2 pop up screens rewarding you with 500 extra points each (You need to collect both for the 3rd star)

3. When you find all of the items on the list at the left side of the screen AND the wine bottle and cheese, then you are rewarded 3 STARS.
