How to move to the next level in Mahjong Sanctuary?

I have won this game on 4 occasions and yet it will not move to the next level. I am stuck at 450 no matter how many times I win, why? [CM edit - Updated title for clarity.]

I finally figured it out and if you would of told me that I had to use everything in the Task List this would of saved a lot of time and energy. I did not know that I had to use all the stars and I started using them and figured it out. I guess this is what I get for my money every year figure it out yourself because we don't have the time to do it for you.

I'm glad we got that sorted and that you were able to continue on to the Arctic Biome. I'm sorry if I wasn't clear on Tuesday when I asked if you had completed everything in that list.
