problems with Quinn's aquarium - level 46

Question

We have been playing Quinn's aquarium - but have been unable to finish level 46 - and we have played that level about 50 times. is there perhaps a bug? its very frustrating seeing that a badge is available but are unable to play because-no matter how we play it - we can't finish it.

Getting so hard to finish that you have to use your&nbsp;gems to complete. Doesn't seem fair. I really like this game but have not been playing&nbsp;too much since it wants you to use all of your gems .
