In the Game Settings when setting up a table as a Host, it has the option of turning off the ability to pass two cards to your partner on a Blind Nil bid. It is set Yes to allowing the pass by default. I would double-check that setting on the table as it may be the way your Host had set up the game.

If your friend is already playing against someone else or robots, then they won't show up in the table list, so that sounds like why you weren't able to see them.
Chat in the new Pogo experience is coming very soon, so that should help in organizing games even if you or your friend are already in a table.
