stuck on level 424 of cookie connect for over a week. Why?
can't make progress on this game. is it stuck?

it has nothing to show complete. I think it has to do with the squares under the cupcakes. it takes maybe 5 or 6 arrows to clear 1 and nothing happens. sure wish I could skip this one.
Have you checked out the Cookie Connect forum on Pogo? There is a thread with some good hints on how to beat it.
