Thousand Island Solitaire Seizure Trigger

Is Thousand Island Solitaire HD broken or is the "Epileptic seizure trigger" on purpose?

 I observed this as well. It appears to happen on and off after winning a game and the confetti gets stuck for about three seconds, then resumes back to normal.
