Jet set solitaire seatbelt cards

One of the badges, #14 to be exact, on the Skate to the Top Challenge requires removing 20 seatbelt cards.  I only have the Prince Edward Island available to play and none of the games have seatbelt ...

    @abc613229709 To confirm is the challenge showing you can only play Prince Edward Island or are you not seeing the other? If so try scrolling up with your mouse wheel to see the previous levels.

world map only gives me PEI and Brooklyn, neither of which have seatbelt cards... this is not a user friendly Q/A , been a member for a long time, and I've never bother to try to use this before.\

I can never see previous levels once I have completed them
