Mahjong Sanctuary throwing tiles at the end of game making it unwinable

Level 105 of Mahjong Sanctuary keeps throwing down extra tiles at the end making it impossible to complete.

I have tried on 3 different devices and it keeps happening.  I used to play under a different account and was ranked out on this game so I know it has worked 

before.  It is a raining level but at the end it throws down several at a time, then flashes and doesnt put any down then right at the end it throws down 3 tiles with no matches.
